I have a Surface Pro with Windows 11 Home that already has DirectX 12, using my fork of 7.4 with a 32 bit install. The 3D rendering pane contents looked correct, but sometimes the dialog boxes (to edit a wall's settings for example) would have areas of grayed pixels or the whole dialog was black. And eventually would show a popup that "must exit now because of a fatal error in 3D rendering system. Do you want to save all modified homes?".
I tested the last solution by arm64appcompatguy with the reinstall and saw that it applied because the metal-colored menus were present. However, I could still trigger the fatal error message by opening a(nother) new (empty) home. A confirm box just before that said "Neither the Hardware and Software renderers..."
