To view images in 360 degrees without a VR headset, Panorama Viewer (an online web browser application) seems to work pretty well.

Besides the Panorama Viewer there's a good Javascript library to integrate 360° views on your own website: https://photo-sphere-viewer.js.org/
Check out the Demo's, very responsive!
