The Ni value is the index of refraction.
Reason you aren't seeing any lights is because the lights need something to bounce off.
That's why I mentioned about not making them out of glass (That was one of my first ideas, a glass outer and a smaller solid inner)Make them as an ordinary surface, then place your light in the middle and increase the light dimensions until the light just appears on and past the surface.
