This could happen for 2 reasons:
a) Your language isn't English nor French, so the new items are not under the "Plan" equivalent menu in your language, but in the "Plan" menu (yes, in English). For example in Italian "Plan" is named "Piano", but the rotate items are added to a new menu entry called "Plan":
b) Your screen is too small to accommodate the new items under the Plan menu, so they fall off the screen:
You can reduce the system wide content size by right-clicking the desktop and choosing "screen settings", then choose a lower value for the content size:
Now the items are shown:
