Thanks for your concerns, the photo you see is a step before steel structures installation.
Basically, we do use steel structures to enhance walls, but some people use different techniques according to what type of walls is used, whether we use bricks, or all concrete walls, etc.
On the later pics, you can see that there are steel structures there.
