But I'm not sure that structually the 3rd floor can stand up because the large glass semi-circular window cannot support the charge !!!
It should be more some vertical beams to strengthen all...

It's not problem I think. Third floor is smaller than second. And there are lots of different materials and techniques that can stand that weight. Or there is still possible to make an indoor back-up system... In my native language we call that "indoor skeleton" {not sure if I can use this word in English.
