You could first check out whether there are online models that can fit - in the 3D warehouse I am sure you can find a wide range with and without railings, try searching for stairs or steps or something. If you just want very simple steps, you could use boxes to create something.
If you want to be slightly more advanced, draw the stairs as walls in SH3D in the correct shape - select and export the walls, and import them (rotating from vertical to horizontal). This and a few other approaches to creating stairs with SH3D alone is described (with more elaboration) in Arun's excellent mini-tutorial in thread 5158.
