Hi bdfd, Thanks for your concerns, the photo you see is a step before steel structures installation. Basically, we do use steel structures to enhance walls, but some people use different techniques according to what type of walls is used, whether we use bricks, or all concrete walls, etc. On the later pics, you can see that there are steel structures there.

Why are not the steel structures in the first concrete ?
A second concrete will be put by over the first ? If yes, How do the twice concrete hold together ?
You make yourself the house or the house is building by an enterprise ?

I'm not an expert in building... It is how the builder here usually work that way... the first layer of rocks and cements as the foundation layer.. then, the concrete with steel structure just laid on top of it as the frames for walls.
I have friends helping me supervising and managing the workers and the progress of the project.

For me, that looks exactly like an earthquake protection. In this way, the earth can move under the house and the house itself remains due to the inertia relatively calm and thus unscathed.
