'Levels' Tab Arrangement Changed?

The tabs for Levels, which sit below the tool bar and above the horizontal scale, were in a single row for the longest time. Now all of a sudden they appear in two rows. The strange thing is, when you select a Level, the row it is in becomes to the bottom row. If you select another Level from that row, the tabs don't change. But, if you select a Level from the top row, all of that row becomes the bottom row, and the other row moves up. It's causing me to work with a moving target. I spend too much time looking for the correct tab before clicking. How can I put all of the tabs back into one row?

I don't think you can, it's the same problem I have.
When you have as many levels as me about 60, the automatic repositioning is crazy, it would be better if they stood still in their position.
I hope someone can find a solution, because the program is fantastic
